Rakers and docking

On the Wiki it says rakers can only dock to harbors...but one of the towns I'm in has a raker visible in the main part of town. It was built in town. is this a bug? or can rakers dock to the main part of town?

They are built in town but once they undock from there, they cannot dock back anymore. It just means that it has never gone out to sea.
