For future use. Implementation of it has been delayed due to lag. It will probably be announced a while before going live though. The plan is also for everyone to get a full tank at that time, so everything won't grind to a halt right then.

What does lag have to do with fuel?
Also, instead of giving folks a full tank, I think it would make more sense to have fuel-less vehicles have their top speed degrade over time. Say, plan for a 5 Cantr-year transition, and have the speed decrease steadily over that time. I think all fuel-requiring vehicles should be able to move -very- slowly without fuel, sort of simulating being pushed by the character.
Doing it gradually gives players more time to adjust, whereas a full tank only gets me so far before it runs out, and then I'm still screwed because the fuel infrastructure in the game hasn't been established yet and I can't find any to refuel.

Uhm... implementing it might increase the lag?
I don't know about the gradual.. well, I just don't want it at all so... I have no reason to care about a full take or gradual. I do like the thought that all vehicles should move slowly without it if it's put in for the pushing car effect. Though I still don't believe it should be put in at all.

Surely not for rickshaws, bikes and carts.
As I understand it, any motor vehicle can use any fuel, it's just that some are more efficient than others. I think the information is in the wiki about this.
The only exception, and the only one that's so far been implemented, is that harvesters can be driven by petrol, or manually - no other fuel.
