Another thing to bear in mind is that if towns got fire arrows and cannons and what not, also ships should be allowed to have them. And pirates could then shoot a town before coming ashore.

Exactly, and then people will be complaining it isn't fair again. I am very active with my guard character and same with every other guard I have run across. Most of the time, guards try to be active. And I think this has been said, it won't be implamented, at least cannons.
When you hope for something, you often believe in something. When you believe in something, you often have pride in it. Being proud often leads to a hating of some group.
As you can see, the Jedi are hypocrites.

Because that's the sensible thing to do.

People take shelter inside their buildings and jump out to hit the pirates. The pirates are stuck and exposed in the open trying to break half a dozen buildings, since valuable things usually will be behind a lock. So, once people are sheltered, the pirates are doomed and cannot stay a day out.

The only thing they can do is hide inside a cargo hold or a boat and expose themselves only to kill the people that didn't take shelter, then take their belongings, hoping that they aren't dragged to shelters too when they are weak enough.

If nobody stayed out, the pirates have nothing to do but gather whatever is in open buildings and part.

That's why with the current buildings and locks, piracy is or could be hard enough already.

Fact of the matter is, in real life if there was a group of 5 pirates coming in to raid a town and there were 20 people in the town and 10 of em were armed, the pirates would be fools to attack.

Magallanes attempted a sea raid on a savage population at the Philippines being 50 versus 1000. He trusted their superior weaponry and armors, tho he did several mistakes that it cost him the life, but shows what's considered often "balanced enough" if tactical factors are added into account.

Henry Morgan took and burned the fortified and militarized town of Panama, which had 1500 armed men, including cavalry, with only 100 tired pirates.

In Cantr, currently, sheltered armed men can fence off any equal or slightly superior amount of pirates.

As far as I can tell, the only unbalanced thing about pirates vs. towns is the fact that nothing docks with dinghies and darters. It's absurd and abuse-prone that someone is untouchable in an offshore dinghy or darter. Or if someone dies in one of those boats, nothing inside can be salvaged. Let dinghies dock with any boat, including other dinghies.

True, but these are just exploiting the current workings of the game, as are pirate raids. They aren't very realistic. The thing with pirates is, they were more into raiding boats rather than whole towns. I think in the end it should be easier for boats to dock to boats, as has been suggested already (perhaps a cannon shot rather than damaging a boat or a person, could stop a boat making it easier to be boarded) and more difficult for pirates to destroy whole towns, especially developed towns, with weaponry just as good as the pirates and larger numbers.
