CR breach in Mulof North likely

one of my characters who is just aplain nobody who is known by nobody and who didn't do anything wrong so far, just got attacked by 2 women, without either of them talking to each other or to me.

A lotta funny business occurs in the Mulof region, I tell you, when my Ranger char tried to get up there in support of the MacGregors.

Well, sounds to me like it could've been one of those little lands where the peeps just hit whoever they feel like...that could've happened...I mean, maybe they had already decided to hit whoever came into town?
