Totally, I prefer the places where nothing is going on because then I can make lots of things happen without battling the established characters. New players won't actually play like this, however, since they don't know how to do much so it's better for them to seek out more active environments.

Hmm, makes since knowing one of your charries.. I prefer places with activity since most of my charries are criminals and it just adds more challenge.
