I've heard of several instances of having several family members with accounts and one getting deleted. But Jake and TN2 seem to do fairly well. My suggestion is have him email the Players Department when he registers so they know you two are related from the get-go.
And I needn't tell you not to break the CR with 2 accounts in the same house.

The fact, that your 'brother' suddenly wants an account, right when your own is currently locked, will probably not be really helpful... Other than that, there are several 'instances' of players sharing the same entry point to the web.
Never has an account got banned because there were multiple players in the same household.
If an account got removed, then always after thorough attempts for a dialogue with the players in question, mostly offering to merge the characters of the multiple accounts, and only after having collected enough hints, that there was indeed only one player behind them.
One time, a player had 4, or 5 accounts, got addressed about it by the PD, unsubscribed them at free will, without responding to anything, and then pretending in a mail to another player, that the PD had deleted his accounts without a warning. That was a blatant lie, which could be proved beyond any doubt. But even that player was allowed to rejoin Cantr (as a second and last chance, btw), where he is under close monitoring. He had used all his accounts to basically establish the whole Krif government on his own for a while. When we caught him, he must have known, that he was screwed, and just desperately tried to weasle his way out of the situation.
And yes, |west| is correct. If your brother should be allowed to create an account (which I currently, regarding your status, wouldn't expect) you should absolutely avoid to cooperate ever with any of his characters.

@Alcatraz: Don't bother too much.
It's a systemical problem that those who get caught try to find a way out of the situation. Some pose as victims of a harrassing PD, others spend months constructing stupid conspiracy theories, and yet others think being annoying is always the best strategy.
The grand majority of the players play in a mostly problem-free (in terms of problematic players) environment. You should be worried, if they start screaming, because they get overrun by bands of cheating wannabes. You should not be worried, when a player cries, who has actually committed something.
As I said, it's a systematical problem, that complaints are easier fired than comments of satisfaction, also due to the fact, that satisfaction is the state that most people perceive as normal, which is of course a misperception. To uphold that misperception is the primary directive of the conspiring PD.

sirlaser, Stuff happens if your guilty your caught if your not then your not. Either way the staff are human they do what they can when they can. And are fairly reasonable on lots of things. So stop being so nosy talk with them do as they ask and leave it be if not you'll only make your problem worse.
Somehow you strayed and lost your way,
and now there'll be no time to play,
no time for joy,
no time for friends
- not even time to make amends.
You are too naïve if you do believe life is innocent laughter and fun.
