Complaining on the forum won't help your case at all. You can still do it, of course, but don't expect to impress anyone in charge.
During my time as a PD Chair, that would even have been counterproductive, but that might have changed, so it's always worth a try.
What you should realize, though, is that the PD consist of people with real-life schedules. They do their best to deal with cases in a timely manner, but if that is not possible due to real-life schedules, then it's just like that. They don't forget you, they just might have more important things to do. Being a pain in the neck, and constantly bringing up what you have and have not done has no effect, in the best case scenario (from your perspective).
You should look at it like that, to understand the idea of how the PD deal with you: You have been the origin of trouble. There is no doubt about that. It's in the logs. There are hundreds of players who don't ever get in trouble with the PD, and those players expect to play in an environment that is free of troublesome players.
You probably created trouble on purpose, probably not. Fact is, there has been a message about not using building projects to create permanent messages for a while. You disregarded it, for whatever reason. Maybe you weren't a player at that moment, maybe you overlooked it, maybe you were aware of it, but you ignored it. If the latter is the case, there's really no reason to let you ever play again, for the sake of the other players. So, it's a goal of the PD to make as sure as possible, that the latter is not the case. This should also be your own interest.
Replying with a one-liner is not really convincing in that respect. Bringing your case up on the public forum frequently smells like more trouble to me (personally, see above for details).
Summary: You should just cooperate with the PD, and your interest should be to convince them beyond any doubt, that you don't mean trouble. Don't lie, though, as that will be discovered anyway.

It is quite possible that the worst way to respond to a PD query is with about eight one line messages containing poor explanations, complaints, humble apologies, and multiple plea's for mercy.
Not only is this useless information, but it is annoying.
And possibly the worst part about it is the fact that this is exactly what you did.
I am a forgiving man, and like to think that I'm understanding. For your benefit, and that of others, I hope, I will say how you should address these things in the future. Your replies should answer questions posed in the mail sent to you. It is good to elaborate. The Players Department addresses you when there is a problem. The case will not be over until the problem is solved. So, your playing will not be allowed to resume as normal until the problem is solved. Your cooperation is appreciated by us and by you. We like getting things in order, you like getting us off you back.
So, please do not spam us with useless information.

Responding to the person that sent you a mail is good, but you may also want to send your response to players@cantr.net. This way anyone from the department can pick up on the case if another person is away due to real life responsibilities.

If I did something like that I would not be proud of it and wouldn't post it on the forum but just send mails to the PD.

Just wait what the PD tells you, and stop posting your probs about this, it doens't really help you or make you any populair. Just settle it with the PD like everybody does.

Since we are all complaining about stupid players who really ruin the game with there stupid building names, I will tell about a building which really should be removed.
It was started by a guy. He named it: TYFUS NEUKERS- (cottage)
I won't translate it, because that would be to rude. 1 grams of wood is used. And the guy has been killed since he attacked us and stole from us for no reason.
