Yes we need this two changes:

Not before I've managed to kill some people. My character spent years earning enough resources to make a darter, I want to use it like all the other people have used them in the past. If darters lose their protection from docking, they should also be made faster than sloops since they take steel to make.

But if darter will be dockable only by other darter, then still it will be very hard to react. Only rich people and good organized can do anything aganst darters thread. (now no one) And becose darter is slow, only bigger ship like galeon or raker with darter on board can easy fallow and catch darters. So rich towns with harbour, galeons, darters, (steel, activ people) can feel more safe. Most places still will be valuable. Making darter dockable by other darters will give them more use, and encourage buildings harbours, rakers, sails... Just for defence. (now no defence possible).

I do agree with Cantryjczyk.
A brief analysis of pros and cons:
A sloop can be docked by dinghys. Not the darter.
The sloop can hold 4 people. The darter 5 (and 10 Kg more).
The sloop have a weight effect of 20kg. The darter 30kg.
The sloop costs around 50 days of work. The darter around 40.
With two full equiped people aboard (150Kg) the sloop travels at 42.5, the darter at 30.
With four full equiped (300kg) the sloop travels at 35, the darter at 25 (oops).
What about...
- giving 5 more to the base speed of the darter (40).
- giving 50 more kg to the darter's capacity (400)
- dinghy docks to darter
?

I think anything should be dockable.
Just because if not,
- it implies forever abandoned ships floating in Cantr seas.
- it is really unrealistic (I know you all hate realism, so no comments please)
- it is unfair: one character in a darter is unbeatable, a whole nation could be pursuing it without anything to do if he has enough food, and he can be docking to the bigger ships for fast attacks until killing anyone there.
No kind of invencibilityy should exists in Cantr.

Maybe we have to introduce a new type of boat: a towing boat.
It is able to connect to other ships only if there is no-one alive on that boat,
And the towing boat needs ropes and other special towing things.

A dinghy can hold 135 kilos. If docking were made possible for dinghy's to other dinghy's, it would practically only be possible if the dinghy being docked has no sailor, or when the two dinghy's carry no more than 10 kilos of resources (including inventories), because two sailors would take 120 kilos and the docking dinghy will take another 5 kilos.
All in all, even when accepted and implemented, it would be a pretty useless feature unless the principle of docking is changed a lot.

How about stopping instantaneous docking on any kinds of targets? Currently if you're close enough then it will be possible to dock without waiting at all. If it would take at least one tick then people couldn't be totally surprised. You might still be able to make lighting strikes if you time your attack just before the travel tick but at least people would know that they have almost 3 RL hours of safe time between the ticks and wouldn't have to be spending all day on keeping watch just because your town is too close to the shore.
Then again, catching moving ships would become impossible unless something was made to balance the situation. For that purpose there should be hooks you could throw at them and if the people on the ship being followed won't deattach them then the pursueing vehicle could drag along and pull itself closer until it can dock. The faster the target is the longer it would take to dock to it and there should be a random chance of success in throwing those hooks but anyway, this would give a chance of docking to a moving target and still give both parties a fair chance.
