bug or not? town with no resorces

bug or not? town with no resorces

I was just walking around somewhere, and found a town with 12 gathering places but no resorces. i wonder if this is just an empty town or a bug? or resources will be added some time in the future?

Not a bug. Some towns are like that. I've ran into one that used to have only water, then water got removed and now there's nothing.
