First let me say that I am not in the Player's Department so nothing I say is offical but this is what I can remember of what has been posted in various places.
After we all discuss for awhile the player's department can have something useful to start from to make something offical.
The following will not help you play but is a list of rules and preferences.
Also everything is a grey area. The rules are in place so that playing the game does not suck for lack of a better term.
RULES
1) The Captial Rule
You players do not know each other, should not automatically work together. have a psyic link between each other etc.
2) Monolanguage
There are seperate language areas in the game. Your chracter only knows the laguage they were born into until they meet someone who is either from another language area or by proxy the other language has spread.
3) Suicide
There may be legitmate reasons that your character would want to die however having your characters asking to die or flagrantly breaking laws in order to get killed is not allowed. There are many options if you as a player do not like where you are like leaving the area. You have 15 characters let a few be boring you could get surprised by them someday.
4) Out-of-chracter discussion
This should be limited to "vital" communication. The forum is the place to chat out of character
5) Four day rule
Nothing in the game should be discussed in the forum, instant messaging etc. to other players for four days after it happens. And even then you should consider the effect on other players who do not know about important events.
6) Out of game coordination
For a battle, planning, etc. ALL communication should go thorugh the game. Instant messager, e-mail, and other means should not be a means to discuss, plan, or coordinate attacks or anything else.
7) Character knowledge / "Learn it in the game"
You may notice that when some questions are asked in the forum no answers are given rather that you should find out in the game.
Each character should rediscover the cantr world new. The more you have played or know the harder it is to replicate this. Examples are which are healing food, what machines do, the exact damage that weapons and shields do and maps.
That being said common sense can be used. Wood is stronger than steel. Ovens are for cooking. One hint... If it is a vechicle and it has wood and no rubber it is a boat. Another hint... For most things if you try to build it in the wrong place the game will tell you that.
Only two characters can be in any one location or organization at a time. The game does not prevent this from happening via spawning or travelling.
9) Multiple accounts
You can only have one. Two players in the house with characters in the same places is suspicious at the least.

Everything is a grey area. If you have a compelling reasons for not being able to adhere to these because of specific events contact the players department (before they contact you). They are there to mitigate these things not to prevent people from playing

PREFERENCES
I am going to leave out preferences. Just know that killing a whole town or everyone you can or running all of your characters with insane napoleon cravings will not endear you to many of the players.
