Look into incident of massacres on Shai Island

I think this might want to be looked into by the Player's Department. The woman in Shai that was killing everyone one and still is has told everyone there that Katie Hoggs will not harm her. It could be possible that this *was* all planned out but in case it wasn't I think this situation should be looked into.

The reason Katie Hoggs won't harm her is not allowed to be talked about because of the 4 day rule. But it's not a CR breach. I know the story.
