I don't know you are familiar with that deal. In North America, gangs are throw signs to proclaim affiliation. Symbols made with fingers, simple distinctive actions or movements that proclaim affiliation. In Los Angeles, a famous gang alliance devoloped a universal proclaimation which was a kind of swaggering walk, "Crip Walking". It became very famous and was adapted into a dance, copied everywhere, mostly by non-members and folks who have nothing to do with them or do not live in the same part of the country. It is still used, however. There is some difference, and people outside LAC are not real Crip, but anyways. Yes, what's in the video is dancing. What, people don't dance around your way?
To make a long story short, what the people dressed in blue are doing is proclaiming affiliation. The other folks are being fancy and trying to show off.
When one throws signs outside, one is either safe in one's or territory proclaiming the group's dominance or attempting to insult a member of a rival group.
For example, the man decked in blue with a bandana over his face in proclaiming territory. That and showing off for the camera. Still fancy stuff, though.
