Not good enough, this assumes your making a whole new one almost. Hammer out a few dings or replacing a few pieces shouldn`t take more than 1/2 the manufacturing time imo.
But returning a crumbling tool to brand new would be the equivilent of making a new one, less the resources. So I stand by a maximum repair time equal to the original time to create the tool. I emphasise the maximum in case you missed it: dings and small replacements wouldn't take as long, like you said.

Disagree. Many characters repair tools - even bone - for far more than their manufacture time. I don't think even the wealthiest characters in Cantr will completely disregard the cost of resources. Also note that repairs don't require any tools. In short I don't think that manufacture time is as meaningful a tipping point as you think it is - so we might as well stick with Solfius's suggestion of making maximum repair time equal manfacture time. It's simpler.

I have a character on Aki, and with the large piles of large bones there I've actually considered making bone clubs all day long. Why? CLUBS ROT FASTER THAN THE BONES THEY'RE MADE FROM!
While one idea for storing items has been discussed and shelved for the time being, another idea that was disscussed with more promise was repair kits to speed up repair times.
We have not forgotten about the concerns regarding repairs, but we are still working out the details of what is and isn't possible given the programming and server issues involved. Repairing objects is in the top three things on my personal list of things to get worked on in RD.

Reality was never my strong point.

Come on... Repair is absoloutely stupid and it RUINS Cantr's economy.
There are tools uncovered dating back to the Romans. In Cantr years, that'd be older than Cantr itself... Thousands of Cantr years... And they survive.
But nooo! Crowbars, these tough little things, rot away within 10 years!!!
note: exact date of crowbar rot was an estimate.

Nakranoth's "evil" character says:
"Thief! That's terrible! *shakes his head* That would hurt people's feeling if I did that."

I understand the need for items to decay so that the world is not filled with sabres and iron shields form all the previous players of the past. I do, however, hate the idea of rotting tools. There have been so many new tools added to make soo many new items that if you plan on owning them all, you always have a tool to repair.
Okay, you will say people should specialize in building things to promote trade. A person should only own the items needed to build claymores and another person should own the rubber tapping knife and another own the Stone Pot.
THAT IS NEVER GOING TO HAPPEN. Stop trying to make people from being self sufficient... because we have to be self sufficient because you can't trust others to have these tools. It's a waste of time, a boring part of the game, and counter productive. I have a hammer on my shelf in my garage. I bet that it will still be as good in 20 years if I leave it on the shelf.
