Santas real name is Santar Osman, he lives in a flat in Istanbul, hiding out from his family which is trying to put him in a nursing home... so he flies around the world giving gifts to children in the hope that they will give him the gift of youth again. Kids being kids, they give him cookies and milk, as that is what they eat, so they figure it might work for him.
He is given one more year of his faculties due to his generosity to youth, so his family never quite catches him to lock him away in a home.
