I think that destroying notes (in some way) should be added. But, if it isn't added several big cities could get together and hire a boat to take these notes to some remote island with very few inhabitance (a junk yard) or they could put a boat out in the middle of the ocean were they dump all the notes when they get alot

I think that could really be done right now. Why wouldn't anybody just do that instead of destroying them? It's that simple, yet some people are still suggesting to destroy them.

If destroying notes isn't implimented a big city could also build a small building or container for the sole perpose of storing old notes.

Containers (I assume you mean stuff like barrels) can't hold notes (or any object, for that matter). "The note shack" works, though.

Most locations have trash envelopes. Many have dedicated "library" buildings.
