anything because they're terrified of being killed for opening their mouths and only hope that they're not chased downed and killed for breathing wrong or for maybe not following the correct ceromonial ritual before leaving the town.

I look at it just the opposite way, I love spawning in strict governments, I can build awesome and unique characters from it, without them seeming out of place. And it breaks up the monotony of the game to have a character live under strange and dangerous laws. Whether it is by pushing my luck and seeing how far I can bend the laws and get away with it, or working my way up the system and, eventually, exercising my authority, I'd prefer a military law, you only need to be on one persons bad side to die, type of city; over an inherent morality, law by common approval, type city any day.
I’m not saying I hate those goodie-two-shoes cities, I haven't come across a government in Cantr that I really disliked, I just think that the "Oh my Jos! That man just took our notes and insulted someone! Let's all chase him down the road for the sake of common decency!" cities are way too common. It gets boring.
Although I don’t dislike any government, my characters on the other hand, there are a few cities that some of them don't like. *coughdorycough* But it's because they spawned or lived under a different system *coughlawlessfreedomcough* that gave them different values, or because they were cheated, hurt or scared by that city in some way or another *coughnotnecessarilydoryanymorecough*.
