I'm not sure that I understand the suggestion, but making partitioned building sets is possible right now. Just build a Hall, called it the castle and have the city buildings inside.

It makes sense to me. Doesn't change anything game-wise, just makes it easier to visualize a city layout. It's different from the "build buildings inside a castle" because all buildings are still visible, just grouped in a logical (to the town planners) fashion.
But will we be able to move existing buildings into the areas? (which wouldn't be very realistic)
Either that, or this won't be actually much use for already-established towns.
Most of the time you'd decide you wanted an "area" long after you'd already built some buildings...

It has been discussed a few times before , and is something which will definately have to be considered when free-roaming is introduced., not necessarily the issue of naming regions of towns, but the placement of buildings within the town location.
As Olaf says, however, town districts develop over time and in Cantr its funny how many palaces are mud huts .
As free-roaming is a long way off , it's unlikely that anything like this will be implemented soon . please feel free to debate the issue further but it's very much a back burner topic.
