Excellent idea :D. This is what comes out of group think. Now someone should start a thread about world hunger. Maybe we can figure out a solution to that too.

Guard duty idea, while interesting would just modify the procedure for attacks. Pirates come in, steal everything without attacking anyone, and leave. That'd be the difference. Really there'd be no loss for the pirates, they'd just stop hurting people, and be on guard on their boat so that if you try to catch them...you suffer the consequences instead.

Jet ski - interesting. But the final effect would that piracy would become a ship to ship thing (which isn't necessarily a bad thing). Pirates keep a normal ship with these docked, send them out to the other ship, take over the ship. Pirates now have more ships, and defending against this would become the new problem.
