The Languages Department is active and at times more things are getting translated in a day than a professional translator could be asked to. However, since we're not professional translators, we have a life, too, and characters to play, and nobody will be asked to leave the department just because of wildly varying levels of activity depending on work schedule, holidays and other factors. We appreciate any contribution. If the translation to a particular language is going slow, we're ready to hire more translators - but for most languages, there are just not enough applications or the applicants don't speak the language well enough.
I think another clarification is necessary: not all Cantr texts can be translated. For example, animal names are still not available to translators and will require some programming in order to become available for translation. Same goes for quite a few other texts. They are gradually becoming available though, for example objects did recently, and events before that.
As to hiring new staff and abusing privileges: not just the Personnel officers have a say but also the GAC, GAB and the chairpeople of the departments. Especially the chairperson of the department where the applicant would like to work, of course. I don't believe that public voting is a good idea in this respect because a) it would mean giving out too much confidential information about the applicant, b) most of the people on the forums are not qualified to evaluate somebody's foreign language or programming skills or the workability of his ideas given the make of the system and c) nobody except Jos is qualified to say whether he trusts a certain player with his game, trusts him not to mess it up (even a change to a translation has the potential of making a page unusable) or abuse the knowledge gained as a staff member.
That doesn't mean that once you're hired you can do what you want. In most departments, new staff members get training first and have less access rights than normal members for the training period. Also, the structure of Cantr is such that nobody can abuse his privileges and hope to go unnoticed. This is especially true for the Players Department. Fortunately, there have been very few cases in which a staff member was found to be untrustworthy.
