Iron is the only tool resource available except for a few things which can be made almost anywhere from bone. Is this fair? Iron is ultra rare, this limits the usage of simple tools. Bone is all abundant, this makes producing them too easy, making iron obsolete if one can use bone in place of iron for everything. So I think the answer is to make bone less capable than iron. Right now, a needle is a needle, but a bone needle might make it more difficult to sew than a well refined iron needle. Same with other things. Then bone shovels, sickles, etc. etc. can come into play under the same principle.
Knowing me, this is going to be shot down as something ultra noobish, but oh well. It's not like doing a search under "bone and iron" is going to turn up anything relevant.

It would be nice to have different tools for the same function have differing effectiveness, but currently thats not possible as to have two different tools both be able to used for the same project, they have to be named the same, and also there isn't anything in projects that checks what the tool is besides that its there.
