Yes.

The wiki says:

May dock to:
Land
Coaster Harbour
Landing-Stage
Ferry
Longboat
Sloop
Raker
Soarer
Skimmer
Galleon

Cannot be docked to by other boats


I haven't checked them all, but docking a dinghy to a sloop definately works.

Peanut, i know the char and sloop in question, but I also recall that you cannot always instantly undock from a town and then dock to a boat. It takes some time to offer it as an option. Sail around a little, leave the sloop alone, and try it.

Nope that's not true.

It depends on who undocks first ;)
