As Seko said, the drying rack cannot currently be built, but it is being fixed - RD has the fix ready and is waiting for ProgD to commit the change. I have not been told what the fix is, but the drying rack will be buildable soon.
Drying dung on the ground would be difficult to implement. The realistic and balanced implementation, which is that dung left on the ground becomes dried dung after X hours, is virtually unimplementable (materials don't have attributes), and I don't know of any alternatives that wouldn't have exploitable loopholes.
I don't know where people got the idea that dung is dried on a drying rack. It's certainly not in the wiki.

Perhaps the firepit could in some inventive way be utilized in the process of of making dung usable?
Of course, it might be odd to throw dung in the fire to dry it, then get it out again only to throw it back in when you're going to prepare your meat.
And if (hypothetically speaking!) it's going to be used in smoking meat, too, would the Canterians be smoking some good shit?

Dung clothes
. In any case, I'm sure it has been cited that dried dung was used as a kind of firewood. So if and/or when we have the ability to make campfires and such, we could also use dung as a substitute to cook the meat, thus making use of the whole animal, I wonder if this has been suggested, it would help clean up a bit.

Check out my alternative suggestion over here.

Well, that's the only method that readily comes to mind that we have of drying things, so, logically speaking... I can see where they're coming from. I also think it's a bit silly. Hence my suggestion.

It has been said elsewhere (http://www.cantr.net/forum/viewtopic.php?p=120856#120856) by RD that dung is intended to be an alternative cooking fuel. I do not believe any other uses are contemplated at the moment.
There is no evidence for the drying rack having any part in the dung process - I would view the fact that the drying rack can cook meat as a reason to assume the drying rack is not involved in drying dung, rather than a reason to assume the RD messed up and made the drying rack serve two redundant purposes.
RD is working on implementing the rest of the dung processing chain. Give them time.

Double check the menus and your twiners. You should be able to make string now, opening up the drying rack and whatever was being hampered by that snafu.
As for dung on the drying rack, that must have been a rumor that got out onto the wiki. It was thrown out as an option somewhere, but the final solution is still coming -- soon I hope!
Patience, patience, this all affects my characters too!
P.S./FYI: To convert a resource to a resource requires you have to have a machine with current programming. Look at every other resource (not a tool or semi-finished good, etc from the build menu) you can make and you should see this is true.
