Private talking change
Instead of seeing:
You see Bob talking to Jane
It should read
You see Bob saying to Jane: Hi, Jane!
This could encourage people to hold meetings in buildings, while still leaving the convenience open to be able to tell when people are talking to you, so you can pay close attention. Or so you can see it's not to you and ignore it, if you choose.
edit: a pleasant side effect... no more people having sex in the town square in front of people, covertly.

In my experience private talk is usually business, gossip or conspiracy (big or smile).
I don't think Nick's suggestion is needed. If I am Bob and I want to say something to Jane in for example a meeting, I'll simply adress her (Bob says: "Jane, what is you opinion in all of this?").
I don't see how Nick's suggestion would encourage people to hold meetings indoors. It doesn't change anything at all about the gameplay, if you ask me.

It would lead to increase of note traffic for people that want privacy... and little else.

Yeah, but you're not going to KEEP saying someones name if you have a conversation, among other situations.
