It seems to me the player is new to the game and needs some education.

I don't believe there are any Dutch PD members.
I'm sure they could forward it to the Language Department, have them translate it, send it back to the PD, and the PD can review it and handle it from there.

Or you might want to save yourself a whole lot of red tape and translate it.

Pfff, translating this was hard ("To crawl in someone's skin" is a Dutch expression)

Anyway, as you can see I explained a thing or two to him. At least I did my best. I don't see what could be done more to get him to understand Cantr.

An addition for PD:
There are two Tychos, one in Sil and one in Flikadorov Woods east.
Since Tycho is not a common name and both spawned around the same time, it wouldn't surprise me if it's the same player (called Tycho...).
