Here's an idea, to try and get around the near omniescence our characters have with regards to building things.
How about the option to build that item only shows up if you have some of the materials/tools you need to build it?
So, you wouldn't know how to build a trowel (in game terms: start the project) until you had some iron in your hands. And you wouldn't be able to start a project to build a room until you had a trowel and some stone in your inventory.
The option wouldn't show until you had the items you need.
In this way knowledge would need to be "discovered" and recorded, making the whole technology issue a bit more realistic seeming (can't have a brainwave about building that crossbow weapon until you actually know what steel is etc)

Or perhaps, something like, you don't know how to make a sledgehammer until you've seen a regular hammer, perhaps, or a crossbow could be inspired by seeing a regular bow, and some steel. It sounds like a pretty good idea. However, this might take an insane amount of programming.

The only problem is that experienced players get an advantage. I mean, as much as you don't want to break the CR with your new character when you need an iron shield, are you going to use your ooc knowledge to go get iron, or intensionally never figure it out and be stuck forever without protection?

I forget where or who but someone mentioned that if skills someday get implemented this would be taken care of.
You would know what is required to build everthing you just wouldn't be very good at building the first one.
I know the components for sub machine gun but the first one might take awhile to get together. And even then I'd probally ask a unpopular neighboor to test it with me at a safe distance in case problems arose. BOOM.
Even if all characters suddenly became unfamiliar on how to build everthing, older character would have an advantage unless item decay was implemented first.
