When he tries to make a new account he's told he already has one. He used to have one until he quit playing, but when he tried to log into his old account he is told that account does not exist.

Try purging all the Cantr cookies. Just a hunch.

E-mail PD (players@cantr.net) and tell them what the situation is. They do a lot of work to make sure people don't use multiple accounts, and unfortunately sometimes innocent people get caught up, but they're good about responding to those problems.
