Alarm Bells (Duplicate suggestion rejected)
In a lot of towns during the development of north america church bells would be rang to call a garrison of the church. What if you could build a bell in a building and ring it obviously tiring you out but the towns directly down the road woudl hear it thus callign reinforcments.

The difference between a radio and this is significant. With a radio the people can actually talk to the other town
with this the bells could mean anything, it could signal the start of the region games, perhaps it could be a signal for danger, it could just mean that a meeting is being held. People would have to sort out what the bells meant with other towns before using them.

Bells for internal warnings and extenral communication have been suggested before, as has fire/smoke signals, as well as the suggestion for semaphore between towns http://www.cantr.net/forum/viewtopic.php?t=1320.
