Bug in Animal domestication

When I try to join a tamed animal with a pack, I get the error message 'This location already has the maximum number of resource gatherers'. I checked, and all the resource spots are indeed taken, but what does the one have to do with the other?

Packs of animals take a resource gathering spot, every certain number of animals takes in a spot, so, for example (don't know if these numbers are correct) 2 cows take one spot, and when you add another, it takes a second spot. Info about this should be somewhere in Greek's animal domestication posts...
