I have had this problem before, but it seemed to resolve itself months and a new character later.

Does it say stuff like "You are not in the same location as these notes" or "these items do not exist in your inventory"?

No, it simply doesn't give me any options. I click the put in envelope icon, and it takes me to a page with no options. Same with the give. I didn't try drop.
