Why not? They did it in RL in South Africa, and oil is becoming more important than iron now in some places.
I'm sure there's a lot of issues of balance etc, but at least it's now on the table.

Yes...let's stimulate the economy by making some locations "clean" coal...and not others! :P

It would surely be possible to add that. It's not going to be terribly efficient though, but I suppose some will jump at the opportunity anyway.
Not sure on what machine though, since requiring a tarpit still would hit the scarcity of timber.
