Maybe we can eliminate the slot lock for characters spawned in a zone that you didn't specift.
For example, I just created an english character, and it spawned in the polish zone somewhere. Now, if they all rp well, they shouldn't know my language (and wouldn't it be weird if someone randomly spoke some language that has never been heard in the area before, expecially when they did not immigrate?).
I'd have to say that this charrie is a waste of my time to try and play if only because of the language barrier, and will probably just let it starve somewhere and make a new one. Now, I still have open slots but if this happened to someone with 14 used slots who wanted a 15th in the english zone...
This may have been suggested before as I don't have time to look into it.

You spawned in the English zone, as much as one exists. It just happens to be on a mainly Polish island. You spawned there because there were at least two english characters in that town (or were when such information is collected last, which happens twice a day). Thus it is likely that the residents have heard english before, and likely some of those unnamed people are actually english characters.

As Talapus says, the spawning system means that there were at least 2 english characters in the location (or in a building/vehicle in the same location) or the location was an original english spawning point (not the case from your description).
