No - You still have to be on deck to steer a boat - People inside cabins cannot control the boat

and allowed a greater range of machines to be built on boats than previously was allowed - The rooms also have uses as places to store people as well as your private things

So... and this is a hypothetical question, if you are in a cabin does it have windows so you can tell when the boat changes direction or if someone breaks in while you are inside using the machines..?...

Currently they don't act as if they have windows - Events visible on deck are not visible inside rooms on boats

So it acts as a normal building but can't contain the more advanced machinery?

In prinicipal yes but with some other features - such as adding cargo capacity to boats

This is not correct - Holds and Cabins do add additional cargo capacity to a ship - The weight of additional cargo/ passengers are taken into account when calculating maximum speed as well as any intrinsic building weight - But not for entry and exit to the deck space which still has the same capacities as listed in the Wiki

I guess I'm going to get my wish to see more piracy in Cantr...I think that'll probably be the #1 use for cabins. But your average pirate crew will still have to get more organized in order to build a better ship, longboats just aren't going to cut it anymore.

It's just too bad the only char I have rich enough to build a soarer is to nice to use it in the way it would be funnest to use...

In the wiki I see lots of ships only dockable to coaster harbors and sutch, does this mean other ships can't dock to them? If so pirates would never get someone on board.

The wiki lists things that a ship can dock to, and things that can dock to a ship. I thought it was pretty clear.
