Several small boats can only sail on lakes. If we allow these boats to dock to sloops or darters (that can travel on both lakes and seas), then these vessels could end up out on the seas. I believe these boats cannot undock onto the sea (at least from towns), so once they dock to a coastal town, they would be unable to undock ever again.
Simple enough to solve a small boat than only travel on a lake, should do just that.. if you undock it in the sea it remains stationnary...
