Maximum number of... docked boats?

Is limiting the number of docked boats a good idea?

kinvoya, currently even if there is a harbour, smaller boats can dock at the town proper, but large ships cannot, if there weren't a harbour then they couldn't dock at all. A locked harbour may give some protection against thieves since people get there only if they already have a boat, of if they have a key, or if they pick the main door first in which case they would have to do double the work in order to steal a boat. But then again harbours are usually less guarded than town proper where there are usually several people who would notice if someone tried to break the lock on a boat.
