I don't really see the necessity for this. The minimum you need to make a tattoo is a bone needle and some charred wood, which should be available practically everywhere. If somebody wants to have a tattoo, he also has the means to get one. Writing code to verify this seems pretty much superflous.
I think characters should be allowed to get a tattoo, a shave or a haircut without us checking if they have the necessary equipment.

To be honest when I saw this thread resurrected my brain said "But that's what the new description box will be fore" however a physical "has a tattoo on X body party" would be a good idea. Nothing descriptive beyond "Has a tattoo on <blank>" should be there to allow for diversity and not take away the fun that was already had. The ONLY problem is if people alter the tats description (via personal description) excessively, or at all, but I think that's a PD issue.

What if they want to 'replace' a tattoo? The only way I've heard of that is lasers, cover-ups, rubbing it off with salt (painful)... and cutting if off (very painful.) The last two leave very bad scars.

Okay here's the idea. It doesn't take tools, However removal does and leaves damage...

I think we should leave it to the player how much into detail they want to go with their roleplay. I wouldn't get overly prescriptive in these matters. If somebody wants to play out the details of making or removing the tattoo, let them. If they don't care, why should we force them to? It hardly hurts my gaming experience if they get or lose a tattoo from one day to the other. Mention it to them if you care enough ("Hey, didn't you use to have 'I love spinach' tattoed to your right arm?"), but I really don't see the need to change game mechanics to prevent such things.

Not to be annoying but I think there needs to be at least, something... When arrested, they take your prints, your picture, front and side, AND document as well as photograph any scars, markings, or tattoos.
And again, if someone could change them by snapping a finger, they can do that with hair too?
Maybe just add it to the policy? Kinda like the 4 day rule?

I should indeed be explicitly mentioned that changing your appearance in an implausible fashion can be considered an abuse of the system. Luckily one Cantrian can recognise another easily by their dynamic name. The only area where it could be problematic are search warrants via the radio.

I don't understand how character descriptions over the radio wouldn't help... Not everyone will have the same description.

I was referring to the idea that changing your description in an unrealistic way could be cheating becuase people will be looking for people with that description I think it's more just bad RP
