I like the idea of having a pipe you can light as an action, even if it does nothing, the same with drinking although it has no effect, just adds depth like the non-functional clothes.

And who knows, maybe one day something will be programmed to give them functionality.

Smoking and drinking, as well as what may be experienced by a char who does those actions, is under consideration.
