The vast majority of projects make sense to be limited to a location
Many are started from machines, which are fixed, or gathering resources, which are also fixed. Others require things like anvils in that location.
As for other projects, would you really have a blacksmith up-and-move all of his equipment and make that sword elsewhere?
Woulod a tailor really be able to move all his stuff and start work elsewhere?
Smaller projects, like reparing, bone kinves and the like, yes, it would make sense for them to be portable.
But, as Sho says, it's not as easy as 'oh, this'll be a more useful feature, or this'd make more sense, let's do it'... It takes time and effort from the uner-staffed Programming Department, and would need a re-write of how projects are handled in the database, I would have thought.
