The 4-day rule is in the announcements area.
And that area, all new people should check.
But they don't.
They don't even read the rules when they join.
Jerks.
[EDIT]: Hmm... It seems the accouncements area no longer exists... err... my bad.

Look. No more calling people Jerks. It's mostly you, Anthony...
I removed every instance of Tribe Blackrock or Karnon Forest (or whatever it was) rather than being selective, because I was very tired at the time when it needed doing. I did it at all because players involved in the incidents asked me to.
Neelix: My warnings, messages, etc, if you hadn't noticed, take the same impersonal format.
I'd not noticed the 4-day-rule was no longer visible. When I joined, as with all online games I've ever tried, I took a moment to familiarise myself with the rules. It's the obvious thing to do. As is a common piece of advice. If you don't know, ASK.
Anthony, since you made such a good job of the FAQ, I think you'd probably do the best job of writing up the rules to make them visible for everyone. You've been here long enough to know them. Either way, why not give it a go? Naturally check with the GAC...
As for anyone who is not staff, but has been here long enough to know the rules, and is complaining... As has been said before, the best way for you to do something about it is to join the staff and do it yourself.
EDIT: Oh, I just checked the FAQ. The four-day rule is already in there, clear, under the heading about what can be discussed on the forums. READ THE FAQ.
