Of course they can be, but in this case, you could only put them on consenting people or people in near death state (who can die at will if they don't like the situation).

I think the fact that they can be abused (in character) like so many other things makes them appropriate for the game. If we're only looking for puppies, kittens, and rainbows we can find that on the webkinz site.

How about some crafting recipes?
> Steel shackle:

-2 Steel chains (see the anchor topic I made)
-800g steel
-100g iron
= 5 days
> Bronze shackle:

# Uses flatter, set hammer, tongs, screwdriver, chisel
-800g bronze
-100g iron
-80g thick rope
= 4 days
> Padded <steel, bronze> shackle:
# Uses needle, bodkin
-Shackle
-80g wool
-40g thin rope
= 1 days
> Padded <steel, bronze> shackle: (alt recipe)

-Shackle
-80g cotton fibers
-10g cotton cloth
= 1 days

Shackles are not clothing (since clothing has no mass), but special objects which can be put on somebody in a dragging-like project, and then removed by anybody, from the character screen. If they have the key, it comes off easily, otherwise, they'll have to go through a difficult lock-breaking type project, which does not require anything, but is assisted by having a crowbar. Steel shackles are the most difficult to removed, followed closely by the bronze, and then the iron. When shackled, your empty inventory will show as having so much weight in it, and your tiredness will stay at 50%. Additionally, your traveling speed will be limited to 25% on non-motorized machines.
And you should be able to - not slap - but put them on anybody, although it will take several people unless the other person gives their consent and helps participate in the putting on project. I'll update with some other recipes later.
Slavery will make governments so incredible. Then we'll have revolutions and wars!
