If the citizen has stuff that the trader would accept in return for his stuff then sure they can trade, unless the leader has said that all trades must go through him/her, in which case it would be a question of how law-abiding your citizen is. It would be natural for the trader to gather resources if everybody is refusing to sell them to him, or for the citizen to gather them if he has nothing for sale but the trader has expressed readiness to buy local resources and the citizen has told him to wait.
