It is still in the works - I got my flyspray for something similar closed...

Does that mean we can cancel old building projects and reclaim the raw materials now? (slightly confused and hoping)

No, it means the projects made by an idiot in that town have been removed.

The "fix" has not been created as of yet, apparently, but hopefully it means we may someday be able rip apart abandoned projects. Not at the moment it seems though.
Reality was never my strong point.
