I don't know the technical reason, but sometimes the two dots that represent a location don't always line up, and sometimes it's pretty far off.
I always thought of it as like layers in a layered Photoshop file. The background layer is the map with a dark smudge where the location should be and then there's a layer on top where the locations and vehicles exist. And occasionally the layers don't line up exactly.
Again, that's not a technical explanation just how I imagine it.

Such dots exist on some islands, especially English ones, so I guess they were generated first. On most of the islands locations are not represented on the map image, but they are drawn separately on the image at the moment the map is displayed, just like dots for moving objects, like ships. So I think it's a harmless artifact that would be hard to fix

Thanks for the explanation of how this is generated. To me it's an interesting quirk of the map that doesn't need fixing.

The local people need to watch the time they dump the garbage, otherwise they'll wait by the garbage pile for up to 3 hours.
