Can't dock to a town, "the target is moving"

Same happend to me in big turkish island.

The boat was travelling at zero speed when I selected "dock" - I undocked from shore and then went to dock to the harbour.

I increased the speed and tried again - no problems on the next try.

This happened to me too a few days ago, but I assumed that it was because there was a bunch of other boats in the way.

I made an in-game announcement that all boat travel had stopped over the weekend becuase of the server problems, and that characters at sea should get their boats moving again. This would have halted all docking .
