cannot attack?

if a person is in the same open space i am in and on a bike i should be able to hit them correct? well for some reason i get the red banner telling me they are too far away when we are in the same place just them on a bike i hope that this is an error and gets fixed immediatly because it already has disturbed gameplay.
cannot break the lock either, please fix this soon, never before has a bike stopped an attack or a picking of the lock trust me i know i've been attacked while on a bike.

I recently tried to point at a person in a vehicle in the same location and it said to far away... I'd like to be able to drag, since it's my vehicle, but I think that's not a possibility...
