Spawning Points
I think newspawns should be spawned where they are wanted most. Therefore spawn locations I think should be allowed to be made which increase a newspawns chances of being put into a town. A newspawn location should be made from say....
15000 stone
10000 wood
500 iron
and should allow food to be "sacrificed" to it which increases a towns chances of acquiring a newspawn.
Now some of you may say "this isn't realistic", but is a 20 year old person spawning out of nowhere anymore realistic? No.

I thought of you saying that that's why I said

Which you failed to respond to.
Furthermore you say it's not needed and not good for everyone, but I disagree. You can't prove me wrong and clearly something is wrong with the newspawn system, that's why Cantr is losing so many people.

lack of newspawns comes from lack of interest in game
lack of interest in the game comes from newspawns being spawned in BORING towns.
Newspawns spawned in boring towns comes from spawns being spawned in towns which don't want them.
The spawning point solution solves this. boo ya

I can remember my first char spawning in a sleepy town. No wiki, no-one who'd take the time to show him how to survive. I almost quit.
So, yes, there is a problem with new players. I know this is a weird suggestion, but it is an attempt to put things right.
There are many flaws in it - to have all those resources to build the spawn point probably means it will only be done by developed towns... and they are usually the ones that don't want newspawns.
Something needs to be done, perhaps, and I can't think of my own solution, but I don't think this will work as it stands. But maybe...

I repeat, the natural way of getting children (or newspawns) somewhere would be coupling. This suggestion is a totally artificial way of doing it. Since Cantr is failing, I think I would be ready to accept same sex couples and 20-year-old children who have no obligation to affiliate themselves with their parents. At least newspawns would have a higher chance of spawning somewhere where they are wanted. This would eliminate pregnancy, spawns would appear like they do nowadays but they could also appear indoors if there are two people who have chosen to attract newspawns with each other.

Actually, this could lead to some amusing roleplay. For instance (Cantr-style):
9999-4.25: You say: "Dang."
9999-4.19: You notice a man in his twenties whom you haven`t seen before.
(They do their thing)
9999-0.3: Tex says: "*pauses* Yup."
9999-0.3: You say: "So, whaddya say?"
9999-0.3: Tex says: "Yup."
9999-0.2: You say: "Shoot, Tex, you know the only way to get a purdy newspawn lady these days..."
9999-0.2: Tex says: "Yup."
9999-0.1: You say: "And, well, we're the only people on this here island."
9999-0.1: Tex says: "Yup."
9999-0.0: You say: "Well, Tex, I kinda want a girlfriend."
We could even implement a limited version of infertility!
9999-5.5: You do not have the right tools to work on project Coupling.

Well as someone who has spawned 15 characters in the last 2 or 3 months.. I'll say that I agree that something should be done. I had a character spawn in a large town and no one so much as responded to me when I introduced myself, so I left town. Then I had another character spawn in the same town! They're now both wandering aimlessly in nearby hills. On the other hand I have another character that spawned in a forest with about 8 people in it, and they're talking about things they can do in game to get more people to town so that there is a higher chance for newspawns. They want new people, and the city folk ignore people. Anyway that's all I have to say...
Oh, and just like in real life, some Cantarians should not be allowed to breed.

Anything that ties newspawns to time and effort will doom the little frontier towns. These towns are already stretched to the limit. Giving them more to do just to have a chance will break them. Meanwhile, the wealthy established towns can assign a couple of people to work to get newspawns. The established towns are already getting newspawns every couple of days. Frontier towns have to wait for years for a newspawn.
