Dealing with wanting to suicide when there's a town that has laws that restrict that sort of thing isn't that hard and can be resolved in game without needing to invent a suicide pill. For example, you can go to another town. Or even just step out onto the road and have at it.
The ingredients for any such pill would be rare, very very rare, and gathering them would take a lifetime, or just plain dumb luck.
Torture would have to be RP'd, and blackmail would only work on a great RP'er being blackmailed by another great RP'er, having this suicide pill isn't nessecary to fulfill those rare and unlikely situations.

Why was this unrejected? Of course I support having more options for picking how your characters end their lives but if it the policy has been starve yourself or hit yourself for five days then how are things going to change now?

Well, there were three suggestion threads (all merged here). Only one was rejected, and that was back in 2006. There was a much more recent General Forum discussion that seemed to indicate that it was a good idea if implemented with restriction, and a separate spin-off PD thread where a consensus was made that it should be allowable with restriction. A thread was started in the GAB and then forgotten. Given that the policy used to be that the PD would kill for OOC reason, and that the policy was only revoked out of fairness (since we didn't want people lying to get rid of their characters, which was happening quite a bit), and that the only real reason for not allowing players to suicide their own characters is a fear of mass suicides, I think this discussion should move forward at all levels.
That said, here is my proposal:
A character would qualify for suicide if they have reached the age of 40. Upon hitting the button, a message would be sent to the PD indicating a character suicide in progress, and there would be a three day waiting period. After the three day period, the player would then have a button to kill the character, which would be shown as having died of "natural causes." During this time, the PD could intervene if they so chose, for whatever reason. After the three day period, the player would have one week to kill the character, after which they would lose the option and have to start over. The number of permissible suicides would be regulated in some manner that would reward players that keep characters to older ages, perhaps related to the total ages of all their characters.

Hmm. I don't agree with the age limitation. We already have the blocking of character slots, so why should we have an additional limitation. If someone decides to kill of a char before reaching 25, let them do so, but the character slot would be blocked.
I also wonder if a more in-character way of killing oneself, like poison, would be preferable over just "deciding" to drop dead. I can see arguments for both ways.

I think natural death should only be available over the age of 50, but it would be good to have more options for suicide, for example hanging oneself or drowning.

Well, I was thinking that suicide by natural causes would be almost a reward for hanging onto your characters for a long time. If you want to RP you way out, you need to invest the time into the character to earn it. That's why I wanted to somehow limit the number of times you could do it by the age of the player's characters (maybe an average would work better).
Poisons, etc, I guess would be cool for the young, star-crossed lovers out there. I'd honestly think it would be more fun to concoct hibernation potions that put you to sleep with low metabolism. Really, the apothecary table should be greatly expanded with all kinds of wacky potions, but this is getting off-topic now.

It would be interesting if there was a potion that made you appear dead, but you could wake up later on unless you got killed for real. It would just require either having sleeping/unconscious people appearing as objects, or those and dead people appearing in the people list, just in a different category. I think I would prefer the latter. It might help newbies realize that corpses were once living people. And it should be possible to attack corpses to ensure they are dead. Also it should be possible to bury unconscious/drugged people, but preferably with the option to dig them up, and maybe they wouldn't die instantly upon being buried to allow a chance of rescue.

I don't remember my earlier stand on this, but at this time, it's exactly what Pisc said above.

I have an idea. You can suicide immediately with any suitable weapons after the characters 21st birthday, but that character slot is then locked for:
|age-25|*10+20
If it's over it's just 20. So if suicide occurs on 21 it's locked for 60 days. That's pretty reasonable. The 21 would be to avoid mass spawning a bunch of people and then as soon as they got weapons using them to grief with suicide. If you wanted to do that with 21 you'd have to actually put around a month into the characters to grief. Most griefers wouldn't do that.
