I think population is the limiting factor...

The size of even the biggest Cantr town is at barely subsitence for a tribe, let alone a city state...

When a town can raise an army twice as big as its nearest town and still leave just as many at home then there can be rampaging conquest and empire building. Under the current combat system small raiding parties can only be just that..

That said the lack of town identity in some places combined with sleepers makes bloodless conquest a much more viable option..

I agree with you on that, I've 'taken over' two towns just by being the only one awake and active and organized. Eventually you wind up with all the power, even if you're not interested in it. And in another situation, I know of one town that's basically (unofficially) owned by the traders from another because the government there is a joke.

On the other hand, if you dock to a sleeping little town and anounce to the five newspawns there that you're taking over, suddenly this gives anybody who's not permanently asleep a reason to wake up and either resist or run off and get help, even though they were never involved with the town before and realistically wouldn't care. (or might even benefit from a more active leader.)

Marian, my gut says that would be true in real life as well. Though in real life, overwhelming force is a bit more common (see Europe's invasion of America, for example).

But then, my gut is wrong occassionally. ;)
