The recent discussion of signal flags/flares sent me looking to resurrect this one. An alarm that can be heard from within internal rooms in buildings seems like a reasonable need to me.

I like this suggestion. Could we make it like a steel cage, where it's a vehicle that can't move but can have a lock (with a gate around it)?
Or we could have a bell tower..
