From reading it:

you name the statue, for example John Smith, and when it's built it would appear as:

A Statue of "<object>" (CharDesc)

Which would result in:

A Statue of "John Smith" (a man in his twenties)

or something similar

wichita, I believe he means a landmark in the image of a person, so that when someone sees it and names it "Statue of Joe, the Mayor," they can later on recognize Joe the Mayor.
