Provided you are telling the truth, and with you being a conic lier I doubt this, heavier moderation within the suggestion forum (or forum in general) would stop a lot of these issues you present.... provided staff was more neutral to the game than they are currently.

Emailing suggestions direct to staff doesn't change anything as its staff who make the final choice about suggestions REGARDLESS of "lower tier" involvement. Only staff can move threads from "Suggestions" to "Accepted" and only further can they actually implement and move the thread once more. Basically you leave the staff to trim up the noise. All it does is limit the suggestions, in total, like duplicates and complete bullshit. Staff is too small for this as things can't get done as they are so putting more work on them is just stupid.

As for "flooding" this is posts, period, not threads. Certain people just ignore certain people and as a result threads get ignored (and with new forum features this is even easier than it has been in the past). Now I don't ignore people, otherwise I'd not have bothered with this thread at all.... of course I thought it was something entirely different, no doubt did the other posters.
